IPF needs to be compiled into your kernel.

This is from one of my configs, TARDIS:

option          IPFILTER
option          IPFILTER_LOG    # use /dev/ipl to log IPF

Probably because you're running routed.  It doesn't get along well with
pppd, and hasn't for a long time...  Just turn it off in /etc/netstart.

gated isn't included in the OS...
