Whoops, as per newbie usual, I got it to work right after posting this...

I ran 'tconv -c -B /etc/termcap' with the 'linux' entry in termcap, and it
created the whole terminfo database. Telneting from Linux to FreeBSD 
works properly now. Thanks for your help!
