I have a serial mouse working with X just fine. /dev/tty00
is correct assuming your mouse is plugged into the first
serial port. If you are not running the X server as root
(or if it is not setuid root) you may need to open up
permissions on /dev/tty00 (say, mode 666) or make use
of /etc/fbtab and have login chown the device to you.
