Actually there seems to be a bug in the filsystem.

On an almost regular basis I receive the same error messages and 
df -i reports a usage of ca. 50% (of all possible inodes)

Usually the problem is resolved when I delete one file (it only happens
in /), but sometimes it is necessary to newfs the partition.

I have sent no bug-report because it is impossible to reproduce this
condition.
