What's your CVSROOT set to ?  It *SHOULD* be something like
"/home/ncvs" (if it's somewhere else, it's a good idea to
make the /home/ncvs sym-link and use that - keeps it consistent
with freefall.freebsd.org).

cvsup only updates the files under $CVSROOT AFAIK.
