Netscape comes with a simplistic POP3 client built into it. Your remote
mail server will need to be running a POP3 server program to make use of
this, though. You need to ask your ISP whether they have a POP3 daemon
running on their mail server (assuming that they are also providing you
with mail services).

If you choose to do mail outSIDE of Netscape, and your ISP does run a
POP3 daemon, THEN you will need to acquire a POP3 client program. In
this case, though, I would suggest an IMAP client (such as TkRat). This
will require, of course, and IMAP daemon at your ISP, but that should be
easy enough for them to set up.
