Well, Jordan just answered the question - he's about as authorative
as they come :)

I suspected that (for example) RELENG_2_2 was the tag name for
"Release Engine 2.2".  The "Release Engine" being the rather
mind-numbing Makefile in /usr/src/release.

This says that the tag name is based on what will use that tag
rather than what is built from the files with that tag.
