What's magic with it?  Filesystem generation (mkisofs), and actual
CD-R burning are divided anyway.  So what prevents you from creating a
FFS image, and burn this one onto a CD-R?

(I wouldn't do it, RR extensions usually do cut it for me, and you can
perhaps ignore some of the more weird limitations of ISO 9660, like
the max nesting level for directories.  But you've been asking.)
