It looks like the sticky bit on the directory may be what you are looking
for.  See the man pages for chmod(1), chmod(2), and sticky(8).

Of course, when the users create files in a sticky directory, they must
set the permissions appropriately if they want to avoid having the files
be overwritten by others.
