Well, there have been several tcshs, and in the case of at least one of them
the t stood for Tenex:

  macbeth$ more tcsh.doc 
        Tenex Style CShell Command Processor

  This is a brief documentation of `tcsh' (Tenex CSHell), which is an
  extension of CShell and has the following goodies.

Tenex was the extended version of TOPS-10, which had very fancy
context-sensitive command and argument completion.
