If memory serves, SCCS is encumbered by AT&T (or whoever owns Unix
today).  I suggest you use RCS or CVS instead; they are superior to
SCCS, and are free software.  Check out the info in /usr/share/doc on
them.

If this is unacceptable (say, another team uses SCCS and can't be
convinced to change), then I understand that GNU may have somebody
working on a free version of SCCS.  (I don't know if that project was
cancelled or not; I don't even know its name.)  You may ask
gnu@prep.ai.mit.edu for info on that.
