I once wrote such a thing.  Look at

	ftp://ftp.netcom.com/pub/je/jeffml/commsrv.tar.gz

It expects the COMt shareware package installed on the Windows
machine.  (No, i'm in no way related to them, i only wrote the FreeBSD
server part so my colleagues could use the modem.)
