Just for grins, try this:  Boot the boot floppy and go into the kernel
configuration editor at the first menu.  Change the entry for sio0 to
contain the same port/IRQ values of sio1 (in fact, you can swap them if
you like).  Now try using your modem as /dev/cuaa0 (e.g. COM1) since
you've remapped FreeBSD's view of the two serial ports.  Just testing a
hunch here.

Also, you should always specify which release of FreeBSD you're talking
about - I'm assuming 2.2.2 here.
