What version od apache are you using? I had this problem with 1.0.5
when I had auto indexing turned on and no index.html (or whatever was
configged) in a directory and a request would come in with no file
name. i.e. http://www.some.server.com/directory/ But sighup wouldn't
do it for me, I had to sigkill it.
