Hardly.  You'll note that I don't use the term "commit message" anywhere in
the quoted text of mine.  There is a huge difference between having the
"commit message" and having the specific diff between revisions, not to
mention the overall RCS history.

Just another example of NetBSD's continued attempts at avoiding the issue.
