Hi,
   I believe that MTOOLS 3.6 can handle this stuff.  There is a package of
it at

	ftp://pm.cse.rmit.edu.au/pub/FreeBSD/2.2-local-packages/mtools-3.6

and the mtools.conf file in the package mentions how to handle 1.74M
floppies and has drive designations for PCEMU's boot floppy and some sample
hard disk DOS file systems.
