Try ftp://ftp.ucsd.edu/hamradio/packet/tcpip/. These programs, although
used by radio hams to run tcp/ip over radios, support IP over
ethernet cards using the Clarkson packet drivers, and they do
routing, smtp, telnet, the works. I think the newest versions even have
a text based web brouser. They run on DOS and are mostly public domain.

Just another suggestion. Like the man said, Kermit works too.
