Well, that's probably since you can't do it for ``ftp logins'', only
for anonymous ftp.  (Maybe we're misunderstanding here, though.)

Setting up anon ftp ain't difficult and is described in ftpd(8).  If
this ain't sufficient to you, be careful to not create a security
hole.  Also, sysinstall provides setting up an anon ftp server as an
additional configuration service.
