Using "user" ppp, yes (I've never fooled with pppd).  

ppp -auto profile-name

See the examples in /etc/ppp.

I have mine setup this way, in fact.  Never do any manual dialing anymore.

P.S. Disable your modem's speaker, and it feels like your machine is a
regular part of the net.  :-)
