I discovered that my problem (and probably yours and Greg's)
is a poorly advertised "bug": CLASSPATH should not be set, or
if it is, it must include java_301 first in its path before
classes.zip.  I had installed kaffe and then changed my CLASSPATH
to accomodate it.  Unbeknownst to me, and not advertised in the
navigator README, is the fact that navigator's java vm uses CLASSPATH
if it exists and then defaults to those dirs listed in the README,
if no CLASSPATH.

I hope that solves your problem, as it did mine.  Thanks to those
folks who emailed me this solution.
