No, it should not be.  We had a problem not too long ago where one of our
motherboards was not going into turbo.  You might obtain the dhrystone
benchmarks or equivalent and run them on your various machines.  The
results should be fairly close between the different OSes.

Another thing is memory.  If you don't have enough, your system will crawl.
12 meg minimum for X IMHO.
