We've played with this a bit - the cards are soft config and seem to be
detected by the kernal on boot.  I've tried configuring an Intel
EtherExpress16 card, but the kernal won't even recognize it.

No kidding - that's why this is weird.  An error here might indicate a
routing issue, but with no netstat, we can't see the routes.
