Yes.  Too few people test BETAs and GAMMAs, so only the bugs that have
been detected by these few testers are fixed in a release...  Then,
once a release is done, people start testing it -- and sometimes
discover annoying bugs.

2.2.1R is a full replacement for 2.2R.  Most of the documentation will
still refer to it as 2.2R.

Sure, there's always one more bug... this time it's the ``You can't
login as root without a password.'' one.  I've been posting the fix
already here.
