popclient or fetchmail will allow you to pull your mail from the
netcom machine.  Any news reader will allow you to read news
online, or inn & slurp are good for reading offline (setting up
your own news server).

This is all assuming you've got the ppp stuff working.  Check out
/etc/ppp/ppp.*.sample - the pmdemand label should be of interest.
