Actually, sometimes Windows does get slower and less stable over 
time.  As the user installs applications, the system databases 
(win.ini, system.ini or the registry) get filled up with useless 
junk and the system directories accumulate assorted libraries and
behind-the-scenes "upgrades" are performed to the system.

This often causes mysterious crashes and slower performance.  It 
is a much bigger problem with Win3 and Win95 than with NT though.
