Do you need a terminal server or a multiport card? If you really mean
terminal server, then look at the Livingston Systems Portmaster systems
at:

	http://www.livingston.com/

I am using a Portmaster 25 and the RADIUS authentication/accounting
software with FreeBSD v2.1.x. I quite happy with this setup and it take
a load of the host by routing PPP itself.
