Nothing can possibly delay the introduction and use of ISDN more than
BT here in the UK.  BT is the primary telecoms provider, and charge
#300 per quarter for ISDN (#500 including #200 worth of free calls).
That's around $140 per month for the pleasure of an ISDN line !

To compound problems, BT had (maybe still do) a policy of disconnecting
ISDN lines that weren't used for 30 days or thereabouts - so that they
could re-use them.  Needless to say, the client was still billed for
the privilege of owning fresh air, and had to wait for a BT callout if
they wanted it reconnected so that they could actually use the line !

The company I currently work for spends about #8000 per month on
ISDN lines, and last week they accidently disconnected our 'net
connection line due to a #50 outstanding bill for another line.  It
took them 5 days to come out and reconnect it !

IMHO, USR is going to push the telecom companies into offering a
competitive ISDN service - it's a good thing !
