I had exactly the same problems with a floppy install and eventually gave up 
and did an FTP install.
After numerous connections to my ISP i eventually got it to work once (and 
only once) but it only installed the bare minimum packages despite the fact 
that i selected  the XFree86 packages during the setup procedure. Subsequent 
attempts to install extra packages by ftp are failing constanty. I can connect 
to the FTP site and get the index of available packages but when it tries to 
install them it says that the requested packages aren't available on this FTP 
site. I have tried connecting to about 6 different FTP sites including 
FreeBsd's own site and still have the same problem.

Does anybody have any ideas?
