We've seen this too (clgd5428 / XFree 3.2 / FBSD 2.1.6). The solution,
without any further investigation, was to grab the latest beta of the SVGA
server instead.  It seems to work.

My (possibly entirely inaccurate) guess is that someone goofed when building
the XFree 3.2 distribution, as I've had previous versions of XFree running
with this (same physial) card.
