I don't know what to say, because the 1.2 version of the domestic source did
in fact compile just fine (I built it several times during the release) and
did include all standard libraries, and the -current source does in fact
compile just fine (I compile it every few days on each of three architectures)
and works fine as well.

Are you in fact performing the build process properly?  Bring the rest of
your system up to -current, then do a "make build" with the domestic directory
present.  If it doesn't build, send me email.

Kerberos will *not* build correctly if you have neglected to do a "make
includes" and a "make depend" in domestic before doing a "make".  Since you're
always supposed to do those, you should not see that problem, but many people
are careless.  It's kinda nice that Kerberos catches this, since you could
screw up the rest of your system quite nicely in that fashion as well, and
never know... :-)
