I think you're quoting something a little out of context, to say nothing
of it being a rather aged comment.  Much has changed since the early
days of truly evil IDE controllers and their various and wonderful ways
of being totally broken.  That's not to say that such controllers aren't
still around, simply that the typical mainstream IDE controller can no
longer be deemed genuinely evil, just nasty. :-)  We do a much better
job of supporting IDE than we used to, especially in the 2.2 branch.

It was also true for some time that most of the core team folk didn't
even *have* IDE drives in their systems, all knowing enough to buy SCSI
from the very start, and their purchasing wisdom worked against us until
we managed to secure IDE drive-using systems or purchased IDE drives
with donated funds for testing.  My new test machine has 2 IDE drives, a
SCSI drive, a SCSI CDROM and an IDE CDROM attached to a SB16 card.  If I
can ever get this combo to work 100%, especially in combination with
other operating systems, I'll deem our improvements a success! :-)
