As suggested by Kees Verstoep, I looked at /etc/netstart and noticed that
bsdi had by default turned on "link1" as part of the ifconfig execution. 
This parameter is interface-type specific and I am not sure what effect it
is supposed to have on we0 but in my case it was causing a real slow-down
for incoming TCP traffic.  The fix is to remove "link1" from the ifconfig
execution.
