We do this all the time. add a user as as you would anywhere else only do
the following. Set the home directory to nosuch (or something equally
nonexistant) set the shell to the same or set it to /usr/bin/passwd if you
want them to be able to change their pop password. That way they telnet to
the passwd program. 

be sure to add /usr/bin/passwd to the list of valid shells in /etc/shells
if you do this.

If anybody sees a serious problem with this let me know.
