I must politely disagree.  I have been running 2.1.6-R on a 386 with 8MB
memory.  Although the logins may be slow, they are not so slow that
anything times out.  It manages secondary DNS, main pop mail, acts as
NFS server and client, NIS client, etc.

Let's hear more about your network - are you running additional
services?  How about the nic?
