You can find the latest stables releases of Tcl(7.6) and Tk(4.2) 
at ftp://ftp.ibp.fr/pub/tcl or ftp://ftp.cdrom.com/pub/tcl/ftp.smli.com/
It compile without a problem on NetBSD1.2 and works fine.

There is also betas releases which are Tk8.0 and Tcl8.0. 
But I don't use it.

Try Tix, it's a package which works over Tcl/tk. Actually, it's a
beta release but I use it without a problem. It's a set of widgets
which looks like Windob interface. It's pretty good. Look at
