For the same reason dot-locking should be used in many other systems. It failed on my system thought because it used setgid instead of setegid in various places. I've put a patch in ~ftp/pub/NetBSD/ports/src/elm.2.4.25.netbsd.dotlock.patch which should work for other systems too. I'm sure somebody must have done this before but I didn't know where to look.
