I have a 2Gbyte disk and installed OnTrack on it which works fine.  (The
OnTrack manager came together with the drive)
If I haven't miscalculated the sizes the FreeBSD part of the drive begins
at about 550Mbyte which is above the 528Mbyte limit...

Your notion about drives and drive-letters could need some improvement
as the letters are a purely DOS-ish thing and don't mean anything at all
to other OS's except maybe for providing confusion.

See what I mean ?  The order is completely unrelated to the physical
drive.  Now, IDE being as limited as it is has no proper numbering
scheme (as opposed to SCSI) and used to support only two devices.  The
newer method "EIDE" supports up to four and I don't see any reason why
FreeBSD shouldn't work with it.  It's just a matter of identifying the
correct device name for the drive.
