Can anyone tell me how to change the keyboard repeat rate?

Is this something that needs to be configured into the kernel somehow?
I am using NetBSD v1.2 and XFree86 v3.2.  I have been unable to change
the repeat rate while running the X server or just logged in at the console.

Any help would be greatly appreciated.
