Actually, there are other reasons for using a dedicated port. Such as,
I'm not contending with 7 or 15 other serial ports for bandwidth on a
single computer before ever getting onto the ISP's network, let alone
the Internet. I also don't know how happy my ISP would be to give me a
dedicated IP block, but a temporary connection port (which is set up to
assign the user IP address). My address could change with each re-dial
-- not good for a Web server!

With my present pppd setup, I do have an ip-down script which works most
of the time to re-connect. However, in case the ISP's modem is slow to
reset (it has happened), I also do a ping-based check for the IP
connection as a cron job every five minutes. This manages to keep me up
and running.
