You are really welcome to help improving our update concept. Jordan's
got some ideas about it, i've also thrown a few mails around
exchanging opinions, but that's currently already all about it. We
need a Mr. Upgrade, really! The current update strategy that's
provided by sysinstall is merely a stop-gap measure to have at least
anything at all, but we know it's far from being perfect.

Go and read the mailing list archives (for freebsd-current) right
after the utmp.h changes have been done (about two or three weeks
ago). You'll be able to find Jordan's ideas there. Search for the
Message-ID <22065.849978642@time.cdrom.com>, and follow the thread.

cvs co -r RELENG_2_1_6_1_RELEASE src

So you know why we made two so heavily different releases rather
adjacent in time.
