This was a bug (more like a typo).  This was discussed on the 
freebsd-hackers and freebsd-questions lists...you can get a patch
if you go through the mailing list archives at www.freebsd.org and
look for messages entitled:

Kerberized/encrypted rlogins - 2.1.5 incompatible with everything else?

I *believe* it's been fixed in 2.1.6 and later releases.
