It might be because  
1: If it is an integrated network it might be off in the BIOS 
( Yup windows95 uses it anyway ).
2: Is the settings of port and IRQ right ??
3: Is it on Plug And Pray mode ??

If it is on Plug and Pray you have to reconfig it some utilitie you got
with the card and choose IRQ and port.
Warning you will probably have to reconfig win95 after that
