Well, anyone who can get on the net some other way (with DOS, for
instance), can simply fetch one when they need it from ftp.cdrom.com
or any of the miriad of mirrors. Under DOS you use rawrite.exe.
Under Unix you use dd, that's all.

The same applies if you have the CD and are able to read it some other
way.
