Follow-up:

The problem with the 1740 not finding drives was a firmware problem on
the 1740 itself.  The controller I was using had circa 1990 release.
The Adaptec WWW site had a latest/greatest firmware (1992) for the 1740
and a program to install it.  After the upgrade, it worked perfectly.
