/usr/sbin/ppp is probably what you're looking for.

There's lynx in the ports, a fine text-based WWW browser.  There are
also graphical ones.  If you use /stand/sysinstall's HTML browsing
feature (in the "Configure" submenu), it tries to automatically add
the lynx package for you.

There are a bunch of books, but i don't know of a good beginner's book
offhand.  (Never used one myself.)  For FreeBSD, you can also purchase
Walnut Creek's ``Installing and Running FreeBSD'' as a good starting
point.
