Yes.

I know of the ASUS SC200, though there must be even cheaper ones.
Somebody recently posted a list of such boards to
freebsd-scsi@freebsd.org.  You might be able to locate this list using
the mailinglist search engine at http://www.freebsd.org.

The 53C810-based ones are certainly alike.  There are also faster ones
(``Ultra'' SCSI), but i don't think this will make sense in an
environment with just one disk, and perhaps a tape and CD-ROM drive
only.

According to Bruce Evans' evaluation, not notably.  (I think it's been
less than 10 %.)

Some do work. :)  The DEC21040-based cards are the best.

X11 benefits from a good video card, regardless of whether you're
playing games, or your only `game' is the window manager. :)

It has a good bang per buck ratio.  Works fine in 8-bit (pseudo-color)
mode up to 1280x1024, and 16-bit (truecolor) mode up to 1024x768,
approximately.  Should suffice your needs.  (Truecolor doesn't imply
`games', but color-expensive things like image processing, or even
Netscape.)
