There are several BOOTP daemons available for FreeBSD. I use the Internet
Software Consortium's DHCPD v5.9BETA server, since it does DHCP as well as
BOOTP.

I think you will need more than BOOTP to boot "diskless". You will need a
suitable network interface that has a boot ROM on it.
