The stock 4.3BSD required IMHO a 32V UNIX source license.  Hence you
won't find it for public distribution.  I've seen parts of 4.3BSD on
some FTP servers.

Maybe the ``Net/2'' BSD distribution would be sufficient for you?  I
think you can still find it on some servers, even though its legal
status has never been cleared (i.e., has not been agreed on by every
party, unlike 4.4BSD-Lite).  Last time i checked, gatekeeper.dec.com
still had a FreeBSD 1.1.5.1 (which is Net/2-based).
