  Mostly a conceptual thing :-) I mostly wanted it to be obvious to
others in our organization that the OS and the news spool are to
be isolated as much as possible.

  Looks like a mistake on my part.. My thinking at the time was to
keep the ccd disklabel protected from being over written. Now that
I have a better understanding of how ccd work, I won't have to do
it this way.
