I had a similar problem and solved by changing /etc/netstart. At the
begin of /etc/netstart /etc/resolv.conf is moved away and at its end it
is moved back. This causes all namebindings resolved by /etc/hosts while
/etc/netstart is working but after all, BIND is used. Works without
any degradion.
